Developments in the economic, social and political crisis in Italy and in Europe between the possibility of social revolt and signs of authoritarian involution. Role of national states and transnational governace mechanism.
Granted that a real understanding of current economic situation is made difficult by governments' lies and by the lack of reliable datas, we try to sketch some possible scenarios. Since the crisis began to now, the industrial production rate fell by 25%. Starting from this data, we have two possibilities: a further fall or a slow growth of the production.
The slow growth scenario has been wished for by the government and by economic institutions that used it for their propaganda. A vain propaganda because has been touted in last years by the same characters. In both cases the workers conditions are intended to get worse. In the first case the causes of the worsening are clear: decrease of employement and consequently of the income. In the second scenario propaganda on competitiveness and productivity to increase in the name of the growth, will inevitably bring to a further decrease of the wages and to a worsening of working conditions not least the occupational safety.
These two scenarios are not the only ones, and are not exclusives. But these scenarios could be both present in different combinations and with also relevant changes on a local level.
Government economic policies are decisive for the relaunch of capital accumulation. First of all these policies allow the transfert of wealth from lower classes to the upper classes, gained through the cut of the welfare, with privatizations and fiscal policy. Likewise the policies of great infrastructures and military spending are intended to create a market for great companies at the expense of goods and services for the whole population. At last, through the policy of public debt oriented to rake up and centralize the private savings to make it avaiable for the finance.
The economic recovery claimed by bosses and state should have serious consequences on class composition. The better results of some companies should produce limited benefits for some worker sectors, justifying the illusion that workers and capitalists have the same interests, but within an verall framework of social exclusion and precarity, in a restriction of selforganization and dirct action possibilities.
An eventual economic recovery should toughen the competition between companies and states looking for trade opportunities and sources of raw materials. In this context could decrease the solidarity between working class of different countries. This competition is already partially in place through the currency wars between major world currencies and through the protectionist policy of governments.
These scenarios, anyway they could evolve, imply the increasing of social conflict. Against social conflict the governments are already gearing up with several "laboratories" of repression and social engineering. The pauperization of working class, the environmental devastation, the increase of competition with foreign countries imply the use of the internal and external war mechanisms, with the disciplining of workers, even through the concrete collaboration of the concertative unions, and through the militarization of cities and territories and the reorganization of the armed forces. To these social policies coincide, on an institutional level, the deposing of representative bodies and the centralization of power in the executive branch, on local, national and supranatonal level.
The immediate impact of this situation is the systematic and preventive repression against anarchists and other revolutionaries and mass movements militants, also by means of standardization of social life that goes up to the municipal ordinances for the so-called urban decor that claim to regulate behavior and personal habits.
The XXVIII Congress of the Italian Anarchist Federation consider crucial to continue to follow the evolution of the political and economic situation, to mantain current the discussion about that argument to build also a focused and effective action.
